Your information on the necessity of obtaining an LCCN (or PCN) is not correct. An LCCN (Library of Congress Control Number) is only issued for works that the Library of Congress intends to catalog and add to its collection. A PCN (Preassigned Control Number) can be obtained for works that do not fall within the scope of LC&#039;s CIP program. In either case, this assigned number is not a requirement for selling to the library market:

Also, a unique LCCN/PCN is required for separate editions of a work. When a hardcover and paperback are issued simultaneously, they can both be represented by a single record, but subsequent editions need separate records.
 Any publisher (especially small presses or self-published authors) who would like their works to be cataloged prior to publication can opt for PCIP (Publisher&#039;s Cataloging-In-Publication) services from a reputable professional cataloger.
